But, not completely... because there are still something you cant do with a compact camera than SLR. Better ISO... better speed...better bokeh...all these are what helping you to produce a better picture. But ofcoz, it depends on how you define a "good picture". :)
dick~ yalor.... i know.. at first i thinking to write something about bokeh and depth those stuff one.. but that one also is depends on lens, and digital camera would probably need to consider the processing and also the iso. but i scare write too much and got more mistake. hehe
